Pasadena All-Electric Building Proposal Update

Pasadena's proposed all-electric new buildings policy continued moving forward this week, with the City's Environmental Advisory Commission taking up the matter in their monthly meeting. The proposal developed by the city would require new commercial and multi-family residential buildings to be built all-electric, but excludes low-density residential (1-3 unit residences) and accessory dwelling units (ADUs), as well as commercial kitchens.

After presentations from city staff and Pasadena Water and Power, the commissioners drilled into the City's decision to exclude single-family homes, and especially ADUs, which make up a large bulk of new construction in the city. Several commissioners noted that there was vocal community support for a more ambitious policy. The City has indicated that it would revisit single-family homes and ADUs in a year as part of a possible "second phase".

The proposal next goes back to the City Council for what could be approval of the final language later this month and next month, with implementation as soon as mid July.
